Can i download games that are in the TI83 section on my TI 86 and can i connect my TI86 to a TI 83 to play against each other??

No. The format from the 83 and 86 are slightly different. This slight difference causes an incompatibility with the 2 calcs. The program, however, can easily be ported to the 86 (BASIC, asm is a bit harder to port) and then played on it.

The only program that I know of that is supposed to play between different calcs is a tetris game, though I am unsure if it does work, since I have never tested it's multiplayer option.

TI Freak is correct about zTetris. You can play an 86 versius an 83+ in multiplayer mode. The 86 user will actually have an advantage because the program runs faster on the 86. So you can get lines and dump them on the 83+ user's calc faster.

TI-86 and the TI-83 are not compatible in any sence besides this 1 game.
